These wooden (now fiberglass or polymer) sticks have a metal hook on their end so that lineworkers can readily tie or untie active electrical wires from their insulators' groove. Another worker or two have the end of their stick's hook secured tightly around the wire so that it would stay in place or safely extended; always under physical control.
