Cutout placement

A pole I've seen many times over the years, but only really noticed this odd detail the other day when I was inspired to look something up in Google Maps street view. Back when the distribution system was 4160V, this branch was 'hard wired', but when the system was upgraded to 12.5kV nearly a decade ago now, they added cutouts, and it is interesting that two were placed on the ends of the branch arm and the third on the line arm! No, this isn't typical practice either (and the sandwiched arms were a short-lived spec as well).
