Telephone, Telegraph, and Power pin gauges

Why is the power one different? The taper and thread shapes are different. It also has a spring-loaded pin on top, where you measure the amount of space at the top of the pinhole with the gauge at the bottom.

I have a pin gauge from Hemingray that is like the top one, but it also has that spring-loaded pin to measure the space at the top of the pinhole.
