I caught this photo while waiting at a stop light. This is a phone picture, so the quality isn't the best. These are the same color as some safety vests (complete with reflective strip) and have what looks like the word GROUND printed on them. Are these a safety device?

Answer: Jumper bags for grounding jumpers. They hang the for added visibility.
