I bought this at an antique show yesterday and I have never seen one before in all my 30 years of collecting. It must be foreign as it doesn't show up in my price guide anywhere (French, Russian, other?).

Can anybody help me identify this and give me an idea of how much it is worth (range). It is in MINT condition.
