The late 10s and early 20s era of Canadian Porcelain production seems to have resulted in some of these oddball Locke-like blue highlights on otherwise deep reddish glazes. Here's a nice pair of signal (U-2239) and cable (U-2582) made by Canadian Porcelain with this great bit of character. Both have variable amounts of blue glaze pooled in the wire grooves and some on the bases. The signal also has some on the crown just above the wire groove. Both examples are VNM from what I can see.
