Another way to abbreviate SPRINGFIELD

This is a rare 1913 nickel over brass ONE HORSE VEHICLE license. The 3 was highly visible to show the 1913 wagon was licensed. Most large cities taxed horse vehicles. Wagons were taxed because city workers had to remove the horse's "exhaust" from the streets.. Street sanitation was a huge problem in large cities. Springfield had at least 1776 wagons roaming the city in 1913. Saying that this tag appears to have went unused.
