Possibly those were fire alarm wires on the two-pin crossarm on top. The arc light appears to have been wired via a break-insulator on the right side of the upper 6-pin crossarm. The rest of the circuits were for trolley service with the two having pony insulators (on the upper crossarm on left) for the system's private line telephone dispatching.
