THE very last 4kV cap bank in town, and it's evidently been out of service for a long time, as there is no controller, a few cables hang loose down under, and that one cutout has been open for many months (likely blown fuse). This line is now being rebuilt for a 13.8kV upgrade, and it's possible they will simply take down the cap bank.
