The train is sitting on a section of tracks which is sitting on a crush stone which was on top of poured concrete slabs. It looked to me like maybe once the trains were in place maybe a building would go up around them.

As you can see the train once was owned and operated by New York Central. I'm not sure how old they are. Same with the trucks and relocated building on the property. I can guess that someone made a large investment to put this all together for the enjoyment of others.
