don't know much about substations but this one looks a little different.. Located near an apartment complex near Chattanooga Tennessee.

In this photo: it looks like the utility was having problems with squirrels. All of the pink items in the construction, appear to be squirrel guards, to keep the little critters from knocking out the power.
