Spoils Processing Area. Some of the excavated soil is brought here by dump truck from surrounding construction sites and given rough "cleaning". Larger construction debris is removed and smaller stuff is ground up. The "cleaner" spoils are then loaded onto other empty dump trucks for use as fill at other construction sites.
