I have no solid ideas of what these are used for, but they are marked FCO which would be Ferro Caril Ouest.

Dimensions are 5 cm wide, by slightly more than 8.2 cm long, so, maybe 2 " wide X 3 1/4 " long

Could they perhaps be 3rd rail insulators for use on subway or electric trains.
