The Pole That Caused it All

This is the pole which caused an outage on Tuesday that knocked out power to 7,000 homes and businesses in northern Winnipeg Manitoba. The picture was taken at 1:00 and apparently the outage happened at 4:00. At the time the picture was taken, it looks like the top of the pole burned off and the steel cross-arm fell across the lines on the bottom arm. Because both lines on the bottom phase are the same phase from different feeders, it was able to sit like this for a while. Line voltage is 24 KV subtransmission which feeds two 24-4 KV subs.
