This is a modest degree of the "Chia-itis" disease. These vines are becoming very evasive and a real pain for utilities since they are becoming more difficult to control. Cutting this stuff makes it grow back more profusely. And the vines are becoming quite resistant to industrial-strength defoliating chemicals.
