From what I have been able to determine, this unit senses when AC power is lost, thus switching the system over to D.C and visa/versa. The batteries are only used as an emergency backup when AC power is lost, thus ensuring the crossing signal operation integrity to automobile traffic is in operation when a train has entered the approach zone.
