CD 308 Lynchburg Embossing Question

I've had this CD 308 Lynchburg for some time. I just noticed that it has an obvious (to the naked eye) blot out circle on the reverse to the upper right of the IN embossing. While not very noticable in my photo, it is real plain in person. The bubble is right at the lower-7 O'clock position of the blot out. The blot out is big! I measure it at 1" across! This insulator is embossed: (Top of ear) NO.181 (F-Skirt) (L)/LYNCHBURG (R-Skirt) [1" circular blot out] / [Number] MADE IN U.S.A. with SDP. While that sounds like the EIN [020], this blot out makes it different, unless all the others in that EIN have the unlisted blot out. Thoughts?
