Old Multi In Lowly Duty

I took this shot in the long gone Pacific Power substation in Pasco, WA. about 1980. This old funky multipart was relegated to the lowly duty of supporting an insulated stand after years of faithful service insulating real electricity. I really don't know what it is but I suspect it is a Fred M. Locke product. If I had to guess an M- number, I would guess M-3060. It's so crude it looks like it was assembled right after the workers came back to the Victor, NY factory after lunch break at the tavern. But maybe they are Thomas! Hmm...and I am supposed to be some sort of multipart expert?
