Were these pole steps standard issue?

I found 2 very old cedar poles in New Jersey. There were both weathered beautifully and had aged very well. Unfortunately both were cut up into 12" - 18" inch sections. I found them about 50 miles away from each other. Yes I brought home all the pieces to repurpose somehow. My question is this... both had spike type pole steps that were hammered into the wood. They both also had the same kind of hooks near the top. I am not familiar with this type of step but were these commonly used? When would they date from? Any idea who would have made them?
