Here's the bottom(?) showing what looks like a skirt with remnants of the cement up inside. The piece is 7 1/4 inches across at this point. Entire unit is 12 1/4 inches tall.

Appears that this was used as an insulated support for a piece of electrical equiptment or buss bar. Thanx elton and David
