Looking at the previous picture, it's most likely a steam general purpose engine and not a tracter. This picyure is a Fairbanks Morse verticle general purpose engine (not steam, but kerosene or gasoline) I didn't study all that close, but I think it would be fly-weight governed hit and miss fire rather than throttle governed.
