Large Thomas Hi-Top with unusual lettering

I need help identifying this large Hi-Top Thomas. It is pictured with my Jumbo porcelain to show it's size. It measures approximately 5 " across the base, 3-7/8" across the top, and is 5-3/4" in height. It appears to be a newer Thomas, since the marking is unusual. It has two skirts. What is the U number for this piece? As you can see it is a hefty piece.

The tiny insulator next to them is a porcelain Army Signal Corp insulator, a neat addition to my collection as well.
