This is one of those so-called "Good Neighbor" fences with the slats arranged for air space. Here, the rule is that you and your neighbor are both responsible for the fence. The part of the neighbor's property is vacant and when you look at it straight on from their side, you can't see any insulators except one 42 that I mounted on top of a fencepost.
