CD 164 No 38-20, Front View Smooth Face!

Here is what I believe is a Lynchburg CD 164 but all it has is the No 38-20 embossed on it. There are virtually no signs of a blot out anywhere on it. This is a view of the smooth face. I could not find it in the book?
