Well, thanks to the watchful eye of Zoltan, Bob Scafe and Bud Johnson we've figured out that this was used in a substation. The quite technical Zoltan :) tells me this is a busbar holder (w/ the missing top) and is used on 120kV switches. Thanks again for the help guys!
