This is a 7.5 KV Cut out with the fuse installed. The fuse is the brown cylinderical item at the end of the wire legs that attach to each end of the insulator. The bottom leg has a spring built in so the fuse link is under tension and when the link melts inside the fiber tube it is pulled apart quickly preventing an arc from forming.
