Bizarre tie and splice - why?

Another contribution from the WEPCO dumpster. I have no clue what this one is about - perhaps a professional lineman can explain it to us.

The cable from the left is dead-ended to the spool insulator with a pair of Burndy connectors. Then the tail end of this conductor is spliced to a #8 solid conductor that dead-ends on the strain insulator on the right. But why splice onto a conductor that goes another foot and stops?

This is not unique - I have two of them!
