That is an epoxy intelligent Insulator on medium voltage in US. It looks after the current and voltage, and voltage with inbuilt voltage measure transformer and a current measure transformer ring. I think, it sends data to the center by radio contact.

It is a great tool, but unfortunately it is plastic and expensive....
