Found this while scratching around a river embankment, it had the cap almost totally ripped off. I decided to take it home and finish the job. I gently tapped at the remaining metal and loosened up the mortar or whatever the material was that secured the cap to the insulator. I was surprised that there was no damage at all to the insulator. Now to figure out what to do with it.
