Metal skirt on a CD 154

Lee Lickiss sent me the following information: The metal skirt does go on the Dominion 42s. They are getting more and more hard to find. They were to stop fracture from flying rocks, hail, etc. The last skirt I had I sold for $20. Thanks Lee

Original question: I recently purchased this insulator from an antique shop in New Jersey. The metal skirt is unmarked and appears to be tin. A tab on each half is crimped through a slot in the other half to hold the two halves together. The skirt cannot be slid off without bending the tabs. There are no markings on the metal. The insulator is a Dominion-42 CD 154 [010]. Does anyone know anything about the metal skirt? Does it belong on a Dominion-42?
